Biography

Colonel Clarence Culbert, Jr., a native of Alexandria, Louisiana, began his military career in November 1977as a second lieutenant in the United States Army. He was commissioned into the Air Defense Corps through the Army Reserve Officer’s Training Corps (ROTC) at Northwestern State University in Natchitoches, Louisiana in May1977. From 1978 to 1982, his assignments were Bravo and Charlie Batteries 2/57 Air Defense Artillery, in Ansbach and Hohenfels, Germany as a Tactical Control Officer. In 1982, he assumed command of F, Battery Student Battalion, U.S. Army Air Defense School, Fort Bliss, Texas. From 1984 to 1989, he served in two joint task forces –IFFN Joint Task Force and C3CM Joint Task Force, as a Branch Chief and Computer Systems Manager, Kirtland Air Force Base in Albuquerque, New Mexico. In October 1989, he was assigned to Yongsan, Korea as the Branch Chief and Operations Officer for J2 Korean Intelligence Support Systems (KISS). He ran computer operations and completed security accreditation for a TIER III data center in Seoul, Korea. He also designed and built along with security accreditation of a TIER III data center in Taegu, Korea. In November 1990, he was assigned to the U. S. Army Software Development-Center Washington, in Falls Church as the Deputy Project Manager. He left active duty in September 1992 and entered into the Army Reserve.

From September 1992 to August 1998, Colonel Culbert worked in the corporate world at Symbiont Inc., Lockheed Martin, and Intel Corporation. His Army Reserve Troop Unit (TPU) assignments included the following: Branch Chief at 310th TAACOM, Ft. Belvoir, VA, Branch Chief at 311th Signal Command, Ft. Meade, Md, and Deputy Commander and Executive Officer at 5035 Garrison Support Unit, Ft. Bliss, Texas. In May 1999, he was assessed into the Active Guard Reserve (AGR) program.

From September 1998 to May 2000, he served as the Army Reserve Y2K Project Manager and the Project Manager, Strategic Project Office in these locations – HHC, Army Reserve Personnel Command, St. Louis, MO, and the U.S. Army Reserve Command, Ft. McPherson, GA. From August 2002 to December 2004, he was assigned to the Army CIO/G6 as the Division Chief and Deputy Division Chief at the Pentagon in Washington, DC. From December2004 to June 2005, he served as the Team Leader, Mobilization/Demobilization for the Office of Institutional Army Adaptation, G3/G5/G7 in Crystal City, VA. Colonel Culbert’s last assignment on active duty was Director, Information Operations, Army Reserve in Crystal City, VA. He is currently the owner and CEO of Global Technology Solutions, LLC (DBA: GTS) in Corrales, New Mexico and Rio Rancho, New Mexico.

Colonel Culbert’s military and civilian education includes a Bachelor of Science (BS) Degree in Mathematics from Northwestern State University, Natchitoches, Louisiana and a Master of Arts (MA) Degree in Computer Resources Management from Webster University, St. Louis, Missouri. Recently, as of December 11, 2015, Colonel Culbert graduated from Arizona State University’s “Thunderbird’s School of Global Management” with a ‘Global Masters in Business Administration’ (Global MBA) Degree located in Glendale Arizona. He is also a Certified Acquisition Professional in Program Management. His military schools include the Air Defense Officer Basic and Advanced Courses, Combined Arms and Services Staff School, United States Army Command and General Staff College, the Defense Systems Management College, and the National Defense University.

His awards and decorations include the Legion of Merit, Korean Defense Service Medal, Global War on Terrorism Medal, Army Staff Badge, two Army Reserve Component Achievement Medals, two Army Reserve Component Overseas Training Ribbons, the Army Achievement Medal, three Army Commendation Medals, five Meritorious Service Medals, two Joint Service Commendation Medals, two National Defense Service Medals, two Armed Forces Reserve Medals, the Army Service Ribbon, and two Overseas Service Ribbons. He is also airborne qualified. On April 15, 2005, Colonel Culbert was also inducted into the Northwestern State University Alumni’s Army ROTC ‘Hall of Fame’ for his outstanding achievements.

Colonel Culbert’s professional and social affiliations include - Armed Forces Communications and Electronics Association (AFCEA) International, Alpha Phi Alpha Fraternity, Inc., New Mexico Coalition for Literacy, Civitan International, the Oxford Club, the Masons, the Sovereign Society, and Thunderbird’s Alumni Association.
